The Pulpit Commentary on Psalms 98:3

He hath remembered his mercy and his truth towards the house of Israel. The judgment of the nations involves mercy and deliverance to Israel, which is oppressed by them; and thus manifests God's faithfulness towards them.

All the ends of the earth have seen the salvation of our God (comp. Psalms 98:2 and Isaiah 52:10).
